The speed cannot be zero since distance cannot be zero while the velocity can be zero as displacement can be zero.

We state following points-

1]Distance is magnitudinal length covered, but displacement is the linear  distance from the starting point.

2]Speed is the magnitude of distance covered per unit time, whereas velocity is the magitude of "DISTANCE COVERED IN UNIT TIME IN A DIRECTION".

Hence velocity may be zero in a particular direction but the speed is never zero if motion occurs.
